Ministry of Finance introduces federal entities to the Public-Private Partnership Guide for Projects and Implementation

Dubai, July 16, 2024 – The Ministry of Finance organized a workshop to launch the Public-Private Partnership Projects Guide and its implementation, at the Waldorf Astoria Hotel in the Dubai International Financial Centre.

The workshop was attended by His Excellency Saeed Rashid Al Yateem, Assistant Undersecretary for Resources and Budget Sector, along with many leaders of the Ministry and other federal entities.

The workshop was also attended by representatives of federal entities with selected partnership projects, where they were introduced to the main themes of the guide and the project implementation stages.

The workshop discussed the objectives of the guide, and highlighted its role in supporting development projects and the UAE’s national strategy. It also touched on the governance mechanism that the Ministry of Finance will use to oversee the procedures of partnership projects, and ensure the optimal implementation of the guidelines.

In addition, the workshop addressed the procedures related to designing, planning and implementing projects to maximize their benefits. The meeting also discussed the procedures that federal entities and private sector partners must follow in partnership projects, including transparency and clarity, to ensure that all stakeholders receive the necessary information.

Saeed Rashid Al Yateem said: “This workshop comes within the framework of the ongoing efforts made by the Ministry of Finance to enhance cooperation between the public and private sectors and achieve effective integration in the implementation of development and strategic projects. This guide is of particular importance because it enables federal government entities to implement their projects efficiently and effectively. In addition, it will enhance government entities’ benefit from the financial, administrative and technological expertise available in the private sector.”

Al Yateem added: “The Ministry of Finance firmly believes that integration between the public and private sectors is the key to achieving sustainable development, and this guide will serve as a comprehensive reference for both federal entities and private sector partners.”

He added that this initiative reflects the Ministry’s commitment to transparency and clarity in all stages of implementing partnership projects, and we look forward to seeing the positive results of implementing this guide on the ground, as the guide will contribute significantly to enhancing the quality of services, reducing costs, and promoting innovation and development in various vital sectors, by enhancing competition, stimulating the economy, and protecting the interests of our community members.

The workshop participants expressed their appreciation for the Ministry’s initiative to launch the guide, stressing its importance and vital role in enhancing cooperation between the two sectors and implementing strategic projects effectively. They also expressed their readiness to participate in implementing partnership projects to achieve the country’s sustainable development goals.

It is worth noting that the Ministry of Finance, in cooperation with strategic partners, has identified the main priority sectors for the first phase of public-private partnership projects, including infrastructure, energy, healthcare, community services and education.

The Ministry of Finance also recently announced that the Cabinet has approved the Public-Private Partnership Guide for Projects and Implementation. Under this guide, the Ministry of Finance is responsible for taking the necessary measures to regulate the procedures for federal public-private partnership projects.
